 Site Development

The University was experiencing increasing parking demand on its Minneapolis campus. With expansion continuing in the northeast portion of the campus, and the presence of several nearby athletic arena venues, the University selected two sites for developing surface parking lots. One location was adjacent to the intersection of Southeast 23rd Avenue and Southeast 4th Street, the 1.10-acre site of the proposed Gateway Lot, and the other location was at the southeast quadrant of the intersection of Southeast 23rd Avenue and Southeast 6th Street, the 2.45-acre setting for the planned Victory Lot. Prior commitments by the University dictated that the project be designed, competitively bid, and constructed on a fast track schedule. In addition to complying with stringent stormwater management requirements and contaminated soil disposal regulations, the designs needed to accommodate existing commercial development, proposed light rail improvements, and planned construction on Southeast 25th Avenue abutting the easterly side of the Victory Lot.
